Founded in 2015, the Istanbul Public-Private Partnership Center of Excellence (Istanbul PPPCoE) is dedicated to providing top-tier PPP advisory services and training programs for PPP human resource capacity building. In addition, it organizes certified PPP trainings and conferences and contributes to the international PPP literature through its publications.

David’s commitment to advancing PPP methodologies and frameworks is exemplified through his involvement as one of the writers of the APMG CP3P Vanilla Materials, a testament to his dedication to setting industry standards and best practices. His influence extends beyond mere participation, as he has actively contributed to the Economist Intelligence Unit’s programs, including the “Global Infrascope: PPP methodology refresh program,” reflecting his role in shaping global PPP assessment frameworks.
As a Steering Committee Member of the World Association of PPP Units and Professionals (WAPPP) and Chair of its North American Chapter, David plays a pivotal role in fostering collaboration and knowledge exchange within the global PPP community. His advisory roles to governments, institutions, and organizations across continents, including the World Bank, Saudi Arabian Ministry of Economy and Planning, and the Istanbul PPP Center of Excellence, underscore his global impact and strategic insight.

Dr. Eyüp Vural Aydın is an experienced PPP expert with more than 20 years of experience in infrastructure industry on both public and private sector sides. He specializes in PPP structuring, models, and procurement strategy, and has worked on various PPP projects in Türkiye, such as city hospitals, highways, tunnels, bridges, etc. He has provided advisory services to many different government bodies not only in Türkiye, but also abroad, such as Kyrgyzstan, Mauritania, Azerbaijan, Kazakhstan, Ukraine, Belarus. Dr. Aydın has also served on multiple assignments as senior PPP advisor to Multilateral Development Banks and public sector authorities such as World Bank, IFC, EBRD, IsDB, Turkish Ministry of Environment, Turkish Ministry of Trade, the Minister of Economy, and Planning of Saudi Arabia and the Ministry of Labor and Social Development of Saudi Arabia. Additionally, he has extensive experience in PPP project preparation, project development, transaction, and training. Currently, he is the Chairperson of Istanbul PPPCoE, the Chairperson of DEİK PPP Committee, Chairperson of PPP Research Center, and the Head of CIS Regional Chapter of WAPPP.
